What is FSSAI Registration?
Food Safety and Standards Authority of India (FSSAI) is a statutory body established under the Ministry of Health and Family Welfare, Government of India. FSSAI is responsible for laying down science-based standards for food, to be followed by all food businesses, and regulating their manufacture, storage, distribution, sale, and import.

This includes restaurants, hotels, catering services, food processors, wholesalers, importers, and retailers. The FSSAI license is a 14-digit registration number that is prominently displayed by the food business on their premises and on all food products.

Types of FSSAI Registration for Home Bakers
1. FSSAI Basic Registration:
Home bakers with an annual turnover of fewer than 12 lakhs are eligible for an FSSAI basic registration. The basic registration requires the submission of basic information about the business and the food products being sold, as well as a declaration of compliance with the food safety and standards regulations.
2. FSSAI State License:
Home bakers with an annual turnover of more than 12 lakhs but less than 20 crores are required to obtain an FSSAI state license. The state license requires the submission of more detailed information about the business, including information on the food products being sold, the food safety management system, and the food safety auditor certificate.
3. FSSAI Central License:
Home bakers with a centralized system of operations or operations spread across multiple states and an annual turnover of more than 20 crores are required to obtain an FSSAI central license. The central license is issued by the FSSAI headquarters in New Delhi and is valid across the entire country.
How do I get my home bakery registered with FSSAI?
There are two ways to register a home bakery with FSSAI in India: online and offline.
Online Registration:
- Go to the FSSAI official website fssai.gov.in
- Scroll down and click "Apply/Register License" on the home page.

- Select the state in which the home baking company is incorporated from the drop-down menu.
- Select the "Meals" option shown below.
- Scroll down and select Restaurants from the list.
- Select the appropriate turnover and click "Continue".
- Click "Click here to apply for registration for all businesses"
or "Click here to apply for a state license for all businesses". - Fill in the required information for Form A or Form B and click
Save and Next. - Upload the necessary documents.
- Pay the FSSAI registration fees and submit the application
form. - FSSAI authorities verify application form and documents. If
necessary, they can also vist the dining areas. - The FSSAI authorities issue the FSSAI registration certificate
when they are satisfied that the home baker fulfills all the
required criteria. Home bakers can download the FSSAI
registration certificate by logging into the FoSCoS portal.
Home bakers can also apply for FSSAI registration offline
Offline Registration:
- Obtain the FSSAI application form from the FSSAI office or download it from the FSSAI website.
- Fill out the application form with the necessary information and attach the required documents.
- Submit the completed application form along with the required documents and the FSSAI registration fee to the FSSAI office or the designated FSSAI registering authority.
- After the application is processed, the FSSAI license will be issued and can be collected from the FSSAI office.
Documents Required for an FSSAI Registration
The following are the documents required for an FSSAI registration in India:
- PAN Card: A copy of the PAN card of the business owner or the authorized representative.
- Address proof of the business: This can be in the form of a copy of the rent agreement, utility bill, or any other official document that establishes the address of the business.
- NOC from the local authorities: In case the home bakery is located in a commercial area, a No Objection Certificate (NOC) from the local authorities may be required.
- Food Safety Management System (FSMS) certificate: This certificate is required for State and Central level FSSAI registrations and demonstrates the food safety measures that the business has put in place.
- Food Safety Auditor certificate: This certificate is required for State and Central level FSSAI registrations and demonstrates that the business has undergone a food safety audit.
- Form IX (Declaration of Compliance): This form must be filled out and submitted along with the FSSAI registration application. It declares that the business is in compliance with the food safety and standards regulations laid down by FSSAI.
- List of food products: A detailed list of all the food products being sold by the home bakery must be submitted along with the FSSAI registration application.
